Russia Timezone Fix V2.3

Version 2.3:
Adapted from Off the Grid from now on
Changed version numeration

Description:
Little fix that includes “def/country/russia.sui” file from Off the Grid. If loaded after any map that alters those same files (RusMap, NNMap) it will add back the correct timezones to Russia.

Requires Off the Grid 2.3
